The US Census Bureau does not consider any urban development in Hawaii to be an incorporated city. Honolulu is, like all other urban development in Hawaii and unincorporated communities in other states, considered to be a census designated place (CDP). At the same time, the city and county of Honolulu operates as a combined city-county government in virtually the same way as other city-county governments, such as Philadelphia (PA), San Francisco (CA), Baltimore (MD), St. Louis (MO), and Augusta, (GA).
