Honolulu is, like all other urban development in Hawaii and unincorporated communities in other states, considered to be a census designated place (CDP). At the same time, the city and county of Honolulu operates as a combined city-county government in virtually the same way as other city-county governments, such as Philadelphia (PA), San Francisco (CA), Baltimore (MD), St. Louis (MO), and Augusta, (GA).
