  DESCRIPTION
The Neighborhood Jobs-Housing Balance Walkability Index is average variance of jobs and housing (lessser divided by greater) by Paris arrondissement or
commune within the Ile-de-France, as reported by INSEE in 1999. This home-work walkability
indicator expresses the maximum possible jobs-housing walkability --- the extent of the balance if the maximum possible number of jobs within the zone
were filled by people living in the zone. It does not take into consideration how well local residents might match to local jobs in skills, interest or
qualifications.
Perfect balance = 1.000.
Maximum imbalance = 0.000
Range = 0.000 to 1.000. Higher score indicates greater balance (greater walkability).
