Directed State Legislation and Policy program for the
American Legislative Exchange Council (Washington), including oversight and
approval of all publications, 1992-1995. This organization included
approximately 3,000 US state legislators (parliamentarians).
Directed development of two volumes of the American
Legislative Exchange Council Sourcebook of American State Model Legislation.
Designed and directed development and made major
writing contributions to Legislative Issue Briefs, which by its third
edition contained two volumes, more than 300 briefs and appendices, for the
American Legislative Exchange Council.
Directed policy program for American Legislative
Exchange Council annual conferences in 1992, 1993, 1994 and 1995.
Prepared addresses for delivery by American
Legislative Exchange Council officials at organizational conferences and trade
missions to Belgium, the Czech Republic, Slovakia and South Africa. Subjects
included general public policy, state sovereignty, transport, economics,
environment, criminal justice, tax and fiscal policy, health care, education
and governance.
Provided primary research for the American
Legislative Exchange Council's 1996 Report Card on Education and specialized
research for 1994 edition.
Prepared a detailed analysis (2000) of the
Dallas-Fort Worth clean air plan for the Texas Public Policy Foundation with
Kenneth Green and Steven Newsom (2000).
Oversaw development of the American Legislative
Exchange Council's 1995 Report Card on Crime;
American
Legislative Exchange Council: One or more presentations at all Annual
Conferences, National Leadership Conferences and National Orientation
Conferences from1989 to 1995.
Developed and managed program for the American
Legislative Exchange Council Summit on State Sovereignty, Richmond (1995).
Performed a public policy audit and prepared a
legislative program for the Speaker of the House of Representatives
(Republican) of North Carolina (1997-1998).
Testimony before committees of the US Senate, US
House of Representatives, Ontario Provincial Parliament and 21 state
legislatures (Arizona, California, Colorado, Florida, Georgia, Illinois,
Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, New
Jersey, New York, North Carolina, Ohio, Oklahoma, Pennsylvania, Utah, Vermont,
Washington), city councils and county commissions.
Participant in health care seminars in Minnesota,
Louisiana and Oklahoma (1993)
Prepared staff analysis on a health care issue that
was appealed to the Board of Directors under the bylaws of the American
Legislative Exchange Council, 1993.
