Subcontractor to Deloitte Touche on a project to evaluate the potential for competitive tendering (competitive contracting) of public transit service in the Montreal area. Task was to obtain and analyze international experience information (2000).

Served as consultant to National Express, PLC (London) for the purpose of entry to the US and Canadian public transport markets. Developed the proposed strategy of acquisitions and introduced corporate officials to acquisition candidates. This led to National Express purchases placing it as the third largest school bus operator in North America and one of the top three public transit operating companies. In all, nearly 10,000 buses of service are now provided (1997-2000).

Prepared a detailed evaluation of the proposed Milwaukee light rail system for the Wisconsin Policy Research Institute (1998). This report was at least partially responsible for transfer of federal funding to other projects.

Assisted the state of Victoria (Australia) in privatization of its light rail, urban rail and intercity rail system as a part of a consulting team led by Coopers Lybrand (1997).

Co-author of a commemorative analysis of the first 40 years of the US interstate highway system, under contract to the American Highway Users Alliance (1996).

Retained under subcontract by the Ministry of Transport and Communications of Ontario to prepare a model contract for competitive tendering of public transport service (1990)

Prepared analysis and policy paper People, Cities and Cars, for the Highway Users Federation (1995).

Analysis of the financial and ridership projections for the Las Vegas Monorail for a local transportation organization (2000)

Reviewed the potential for improving public transport service at the San Francisco Municipal Railway (buses, trolley buses, cable car and light rail) through competitive tendering (for the Mayor's office). The assignment also addressed organizational and governance issues (1997).

Co-author of public transportation chapter in book How Privatization Can Solve America’s Infrastructure Crisis (Heritage Foundation), 1991.

Prepared commuter rail marketing analysis for an international transportation firm (2001).

Participated as a respondent in a public policy report on the proposed Orlando light rail line, published by the Florida Public Policy Institute (1998).

Prepared a detailed evaluation of the proposed Chicago Central Area Circulator light rail system for the Illinois Taxpayers Education Foundation. This report was at least partially responsible for cancellation of the project (1995).

Assembled and managed a team (both technical and political) to prepare a proposal to operate the competitively contracted San Mateo Transit District bus services for Grosvenor Bus Lines in San Francisco. At the time, this was the only US competitive contract under which a private provider operated articulated buses. Services were largely provided into the San Francisco central business district..

Assisted Grosvenor Bus Lines in retaining the San Mateo Transit District services at contract renewal (1995).

Assisted Medicine Lake Bus Lines in legislative and administrative processes and cost allocation related to contracted services in the Minneapolis-St. Paul area (1988-1993).

Prepared an analysis forth Southeastern Pennsylvania Transportation Authority (SEPTA) of the potential for public-private competition to improve service to riders and taxpayers. Included cost-benefit analysis of labor protective arrangement buy-out (may have been first such analysis in US urban public transport industry) Contribution was a component of the Phoenix Management performance review (1997).

Prepared policy report son the proposed Florida High Speed Rail Project for the James Madison Institute (1997-8). The policy analysis Evaluation of the FDOT-FOX Miami-Orlando-Tampa High Speed Rail Proposal was the first significant US report on high-speed rail. Additional products have included a critique of revised ridership projections and analysis of subsequent project reports. The project included presentations and talk radio appearances on the subject. This report was instrumental in the decision by Florida Governor Jeb Bush to cancel the project. (1997-1998)

Prepared a policy report on the light rail experience in the United States and its implications with respect to light rail proposals in Auckland, New Zealand for the Road Transport Forum and the Automobile Association (2000).

Provided technical assistance to successful campaign to defeat transit tax and regional rail proposal in Seattle (1994).

Prepared an “opportunity analysis” on VIA Metropolitan Transit in San Antonio for the Texas Public Policy Foundation. The report recommended reversal oaf major fare increase, administrative cost savings and competitive contracting of transit services (1997). In response to the report, fares were reduced. One impact of the report was cancellation of a proposed telecommunications tax, which was found to be unnecessary.(1998).

Prepared an update to the “opportunity analysis” on VIA Metropolitan Transit in San Antonio for the Texas Public Policy Foundation (1999).

 Prepared an “opportunity analysis” on statewide transit in Texas for the Texas Public Policy Foundation (1999).

Prepared an “opportunity analysis” on the Capital Metropolitan Transit District in Austin for the Texas Public Policy Foundation (1999).

Prepared an “opportunity analysis” on the Metropolitan Transit Authority in Houston for the Texas Public Policy Foundation (1999).

Performed review and cost evaluation of the Denver public transport competitive tendering program and cost-benefit study on public versus private purchase of capital equipment used in competitively tendered services for the Denver Regional Transportation District as a subcontractor to Mundle & Associates (1996).

Drafted guidelines conversion of public transit in New Zealand to competitive tendering(contracting) for Transit New Zealand, as a subcontractor to Travers Morgan for Transit New Zealand (1990).

Produced an analysis of the determinants of competitive intensity in competitive tendering for the New Zealand central government organization responsible for transport (Transit New Zealand under subcontract to Transit New Zealand). Study included the United States, Canada and the United Kingdom (1991).

Conducted performance audit of British Columbia Transit (public transport system in Vancouver, Victoria and; other urban areas in the province) (1993). This project was a part of a province-wide review of public policy functions ordered by the socialist (NDP) government upon taking office (1992-1993).

Drafted legislation requiring 20 percent of Denver bus system to be competitively contracted. Legislation was passed and signed by Colorado governor Roy Roemer. Legislation also included deregulation, which was not implemented(1988).

Conducted analysis and prepared documentation for the Independence Institute on the impact of the Denver competitive contracting legislation with respect to a successful effort to expand the mandate to 35 percent (2000).

Member of an expert panel advising KPMG Peat Marwick on a project to outline strategic directions for OC Transpo (Ottawa public transport operator) (1998).

Drafted model state legislation on public transit governance for the American Legislative Exchange Council (1994).

Drafted model state legislation on competitive contracting of public transit service for the American Legislative Exchange Council (1992).

Prepared and presented 35 regional seminars for the American Bus Association on public transport policy and competitive tendering. The program was sponsored by the US Department of Transportation (1985-1986).

Provided technical assistance on public transport policy and competitive tendering for the American Bus Association (private charter and intercity bus operators), under a second grant from the US Department of Transportation (1985-1986).

Prepared and produced 10US regional seminars and provided technical assistance for the National School Transportation Association (private school bus operators) uncompetitive tendering. The program was sponsored by the US Department of Transportation Federal Transit Administration (1992-1993).

Produced a newsletter on competitive tendering of public transport services for the National School Transportation Association under a grant from the Federal Transit Administration (1992-1993)

Principal author of a research project comparing public and private school bus operations for the American Legislative Exchange Council (1990).

Authored book on competitive contracting of public transport service, Moving America Competitively, for the American Legislative Exchange Council under a grant from the Urban Mass Transportation Administration (1991)

Served as marketing director for a proposed new school bus vehicle entry into the US market by the Slovenian firm TAM. The assignment included extensive contacts with school bus officials and preparation of meeting programs in the United States and Europe (1989-1993).

Certified by the US Department of Transportation as an “expert” in the “Public Private Transportation Network” program. This program provided technical assistance to public transport agencies, local governments, regional planning organizations and private transit and school bus operator organizations. Assignments completed in Arizona, California, Colorado, Connecticut, Georgia, Illinois, Indiana, Iowa, Kentucky, Louisiana, Maryland, Michigan, Minnesota, Missouri, New Jersey, New Hampshire, New Jersey, New York, North Carolina, Ohio, Oklahoma, Pennsylvania, Rhode Island, Virginia, Washington, and Wisconsin. The program was discontinued in 1993 (1985- 1993).

Developed a draft local transportation plan for the Booker T. Washington public housing development in Jersey City, under the sponsorship of USDOT (1988).

Assisted in the design of a central city to suburban transportation system for newly employed workers in the Philadelphia area. The program was sponsored by the University of Pennsylvania (1986-7).

Retained to prepare an analysis of disabled transportation issues in the United States for the Passenger Transport Board in Adelaide, South Australia (1995).

Prepared an analysis of light rail safety for a citizens group in St. Louis. At least partially because of this report, grade separations were added to a proposed extension and the route was moved from a busy downtown suburban (edge city) business street (1999).

Prepared and delivered a seminar on public transportation competitive contracting for Durham School Bus Co.

Prepared and delivered a seminar on public transportation competitive contracting for Laidlaw Transit.

Analysis of public transport trends and potential for competitive tendering of service in Chicago for the Metropolitan Transportation Association (1999)

Delivered and performed primary research with respect to 11 papers at the first five International Conferences on Competition and Ownership in Land Transport, including plenary session presentations at five conferences. In connection with Price Waterhouse, Houlihan Lockey and Zukin, and the National Center for Employee Ownership, was part of a project team to determine the feasibility of establishing employee stock ownership programs as a method for improving the performance of public transit organizations. Sponsored by USDOT (1988-1989).

Prepared a summary of the international experience in competitive tendering of public transport for the Frontier Centre (Winnipeg), 2001.

Conducted a survey of competitive contracting practices in the Unites States under the sponsorship of the Urban Mass Transportation Administration (1988-1990).

Subcontractor on a project to compare international public transit fare strategies for the New South Wales Department of Transport (1993).

Working for the American Legislative Exchange Council, developed model state legislation on the use of competitive incentives in the delivery of school bus service and other ancillary services provided through educational institutions (1989-1990).

Developed Private Enterprise Participation Policy and assisted New Orleans Regional Transit Authority (RTA) staff in the development of its Master Private Participation Plan, which included joint development, benefit assessment district and competitive contracting elements. Conducted initial meeting of private transportation providers with RTA, developed Private Providers Advisory Committee by-laws and assisted the agency in implementation of its private participation policy and Master Plan. (1985-1986)

Strategic planning assistance for British Columbia Transit (1993)

Strategic small bus program for the Suburban Mobility Authority (SMART) of Detroit (1991).

Designed competitive tendering program for the Regional Transit Authority of New Orleans (1987)

Working for the Suburban Mobility Authority for Regional Transportation (SMART), on competitive contracting system to be used in a service expansion. Project included analysis and determination of internal costs for comparison to proposed costs by private transportation providers. (19891990).

Working for the Bi-State Development Agency, analyzed public transit routes to comply with UMTA required periodic route analysis and prepared report recommending adoption of competitive contracting as a management strategy. Worked with the agency to develop competitive contracting system and cost analysis system used in the first two procurements. Program was later cancelled as a part of a political agreement to obtain support of the transit union for a transit tax in the state legislature (1989-1990).

Selected by the U.S. Department of Transportation Urban Mass Transportation Administration (UMTA) to serve on an expert committee assisting Denver's Regional Transportation District in implementing the deregulation/deregulation system required by the Colorado deregulation/deregulation legislation passed in 1988.

Selected by UMTA to serve on two expert committees to advise regional officials on deregulation, including design of contracting systems, identification of services to be contracted and cost comparison (1986-1990).

Subcontractor to Travers Morgan a project to obtain and provide an Australian federal government commission with information on international transit privatization and organizational trends. (1993-1994)

Supervised the development of a video tape for the American Bus Association and the International Taxicab Association on competitive contracting of public transit service (Private Enterprise and the Public Interest: Transit We Can All Afford). Wrote the initial script and supervised the development of the final script and video presentation. (1986)

Principal investigator on an USDOT FTA funded project to develop the private enterprise participation policy for the Atlanta Regional Commission and to establish the mechanisms for public-private partnership. (1986)

Principal investigator in USDOT FTA funded study, which reviewed the public transit situation in suburban Detroit county (Oakland) of one million people. The report recommended various means for providing improved public transportation through the use of private resources. (1985-6)

Participated in a debate on transport and smart growth with a representative of the Metropolitan Council in Minneapolis-St. Paul (2001).

Prepared feasibility study for Youngstown, Ohio regional officials on competitive contracting of public transit services, including selection of routes and recommendations for competitive contracting system design. (1988-1989)

Prepared feasibility study for the Rockford Mass Transit District on competitive contracting of public transit services, including selection of routes and implementation schedule. (1988)

Under an UMTA contract, provided orientation to the Southeast Area Transit Authority (New London-Norwich, CT)to orient staff on competitive contracting and transit route cost allocation. Included general orientation and specific analysis of the potential for local contracting of services. (1987)

Developed a draft white paper commissioned by the Task Force on Public-Private Cooperation of the Transportation Research Board of the National Academy of Sciences.(1985-1986)

Co-author of the UMTA Blue-Ribbon Report on Barriers to Private Participation in the provision of public transportation services. (1983-1984)

Supervised a performance audit of the Indiana University Campus Bus system. Project included analysis of internal operating procedures, costs and recommendation of strategic alternatives. (The Indiana University Campus Bus system is one of the few U.S. public transit systems that operated using passenger fares and advertising revenues alone) (1990)

Participated in an UMTA conference debate on competitive tendering with Dr. Vukan Vukich and a representative of the Transport Workers Union (1990)

Instructor in Urban Mass Transportation Administration governing board training seminars in Annapolis and Sausalito, CA.

Presenter in a national entrepreneurial services conference tour with Robert Woodson of the National Association of Neighborhood Enterprise, sponsored by UMTA (1988)

Prepared a transportation plan for private operators interested in entering commuter bus market in Honolulu (1991).

Participant in a USDOT sponsored strategic planning workshop for Indianapolis city and county government (1993).

Provided assistance tithe Liberal Party of South Australia in developing the public transport portion of its manifesto for the 1993 election. Much of the program, including competitive tendering and separation of policy from operations, has been implemented (1993).

Drafted Michigan legislation (enacted) to restructure transit governance and organization in metropolitan Detroit (1985-1988).

Assistance to a Nevada transit operator on competitive analysis of cost and ridership performance (1998-2002).

Retained to produce market analysis on light rail high speed circuit breakers for Ansaldo of Italy (1998)

Transport and demographic research for a large Japanese auto maker on the potential for improved transportation in US cities

Under contract to the Urban Mass Transportation Administration provided assistance to local private transport operator associations with respect to public transport participation in Philadelphia, St. Louis and Denver (1987-1989).

Prepared an analysis of the potential for competitive contracting of San Francisco Municipal Railway services for a private bus operator (1987).

Provided consulting services to the Oakland County (Michigan) Executive Daniel T. Murphy on public transport in the Detroit area, including assisting in negotiations among the “”Big Four” elected officials (Detroit Mayor Coleman Young, Wayne County Executive Bill Lucas and the Macomb County Commission Chairman) and with Senate Transportation Committee Richard Fessler and Senate President (later governor) John Engler. Developed legislative proposals for public transport reorganization. When the local transit operator threatened to shut down after nine months of the fiscal year unless there was a new tax, advised the Oakland County Executive to declare that the county would begin its own bus system in that event. The Oakland County response in essence “called the bluff” of the transit agency, which continued to operate without an additional tax for nearly another decade.  (1985-1989).

Commissioned by UMTA to analyze the potential to use early retirement programs to reduce transit costs and assist in the conversion to competitive contracting (1990).

Identified potential projects for the UMTA Entrepreneurial Services Program (deregulation),provided technical assistance to potential grantees and assisted in development of grant applications under an UMTA contract. (1987-1992)

Seminar for the Liberal Party Caucus of the South Australian parliament on competitive tendering of public transport service (1991)

Advised the New South Wales Ministry of Transport in developing deregulation system for bus and coach services to replace late night Sydney urban rail services and lightly used country rail services. Worked with David Hensher of MacQuarie University on this project. (1989).
